Reversal Charges for someone else's mistake?

Someone sent two payments to my email by mistake. I don't know how he even got my email address. He filed disputes, and there was a notation that it was sent by mistake. Paypal refunded his payments but now I have two reversal charges making my balance negative, and I had nothing to do with this at all. What can I do to resolve this short of paying $20.02 for someone else's mistake??

You need to call paypal and speak with a rep or reinvoice the buyer and have him repay again
