Paypal won't let me use my new email address.

I tried to change my primary email on Paypal,  however when I tried to submit the new email it said that the email i wanted to use was already registered to another paypal account;  Which is untrue.  the only paypal account I have and have ever had is the one that I tried to switch my email on.

So how can I resolve this issue so that I am able to switch my email accounts?
