PayPal Buyer Protection plan coverage

I am considering a purchase from a company that lists PayPal as an eligible payment source.

Does the PayPal Buyer Protection plan apply to Photo4Less.com purchases or only to to eBay purchases?

Am I safer paying with my Visa debit card?
