The buyer of an item I sold on ebay has a PO Box as a shipping address. I promised free Fedex shipping in my listing because I despise the lack of tracking on USPS.
I do not want to ship to an address that is not paypal confirmed. Can the buyer change his shipping address to a street address and still be confirmed?

Short answer is "no".
A confirmed address means that a registered shipping address is the same as the customer's billing address. Per your scenario, the customer's PO Box shipping address is the same as their billing address. Yes, they can add another address for their physical street address however, they will not be able to confirm it as it is not registered as a billing address.
