Not letting me transfer after I've done it many times!

So I have had my paypal for many months now. Today I go to transfer to my bank account- it says I can't transfer more than my authorized amount- #1-I haven't transferred any money this month, #2 It is $200 less than what is listed as my limit- Then it wanted me to verify my account I have already verified with them-

The "month" doesn't have to start on the 1st.  It could be the 12 to the 11th etc.
