Newbie here and I need help!

I've posted a "Donate" button on my site not realizing there were steps as a merchant that I needed to take before I did so. When you hit the button, you get a warning on a PayPal page that reads - "We were unable to decrypt the certificate id."
Now I've been in contact with PayPal's customer support over this and I must be going blind because I cannot find the links that they are describing. Can someone explain this to me as if I were a 3rd grader because that's what I feel like right about now.
Here's their text - 1. Go to the PayPal website and log into your account.
2. Click the "Contact Us" link.
3. Click the "Go to Developer Support" link.
4. Click "Merchant Technical Support."
5. Fill in the form and all the required fields.

Those directions are for opening a Support Ticket with Merchant Technical Services.
