Know if a request is from PayPal or a fraud?

I received a request that my account had limited access because of some activity. It gave me a reference number that looks official but I am not sure before I reply. I am new at this activity. Is there a way to know what is official and what is not official?

I have also received a notiice like this today and can't tell if it's for real. Just in case it is not, I forward to the spoof dept at paypal. I don't dare click on the link in the email. When I visited the resolution center at PayPal and to enter the Case Id number given in the email, the Rc says there are no open cases, and no place to enter my case ID number. Just trying to see if it's for real....
