I recently had someone run my auction up and win the bid for an item that I clearly described. Once he got it, he realized it wasn't for his vehicle (even though the picture and the description clearly states what vehicles it works on) and now he wants a refund. Am I entitled to refund his money?

It would be the wise thing to do if you want to keep selling.
The buyer can file a SNAD dispute and he may win - hard to say for sure one way or the other.
He can also leave a negative for you and 1's for your DSR's and that could hurt a lot.
You can always resell it.
I woul;d make him pay for the return shipping and refund ONLY if he returns the same item you shipped to him, though.
