How do I find a seller's rating in Paypal?

How can I find a seller's rating in Paypal.  I misunderstood the complaint process and missed the deadline.   I thought it said to work with the seller and AFTER 45 days you should report it.  I was beleiving that the "Flash My Brain" company would actually honor its "Money Back Guarantee" in Paypal like their email said.  Numerous emails and phone calls later - and NOTHING.  I can't seem to re-open the complaint - because it was filed too late. 

Help!!   Where can I find a seller rating.  At this point, I am beginning to beleive the Paypal guarantee is pretty worthless.  Any suggestions?

PayPal doesn't keep seller ratings (feedback) like eBay does. If you missed the 45 day dispute filing deadline, your other alternative is to contact your credit card company if your payment was credit card funded.

Another option... file internet and mail fraud complaints against the seller with the USPS, the Internet Crime Complaint Center, your local police department and the seller's police department...

What PayPal guarantee are you referring to?
