Does paypal collect fee (2.9%) of value total before or after shipping charges

Quick question...
When paypal collects fee's, it is based on the total purchase price, including shipping?
Example, If I sell and Item for $10 + $5 shipping, is my paypal fee based on the $10 or the total w/ ship ($15)

The PayPal fee is based on the total purchase price including shipping. In your example, the fee would be 2.9% of $15.00 plus 30 cents.
