Do I need to ship received items before getting issued a refund?

Do I need to ship received items before getting issued a refund? The seller is refusing to refund before receiving his items back. In the other hand he didn't ship the items until he received full payment. Please can any one help with this issue.

Sellers have refunded in the past without getting their item back.

Send the item back with D/C or with signature confirmation if $250.00 or more.

Once the items shows delivery, the sellre should refund within a few days.

You have up to 45 days from your payment date to file a paypal dispute.  don't let the 45 days pass, if your don't get the refund
