What do I do after canceling a dispute because the seller promised they would deliver my goods, but never did after I closed the dispute. Is there any possible way of getting my money back or reopening the dispute? Please help.

You would need to ask a Customer Service associate.

They're going to tell you that there's nothing to be done.
If you paid with a credit card, file a chargeback with the credit card by calling the customer service number on the back.

Paypal wont do anything, they are only concerned with collecting seller fees. as a buyer you do not make any money for them so they could careless, if they refund your money then they lose their seller fees

That's nonsense.
Paypal can't do anything because the rules of the protection plan weren't followed.
You follow the rules, you get the protection.
