Can i "borrow" my husband's credit card without violating his rights on paypal?

after i use my husband's credit card to get verified, and transfer some funds, am i able to change or delete card? and when my husband joins paypal, is he be able to use his credit card (used by me to get verified my account) in his acct?

As long as your name is also on the card, you should be able to use it.   If the card is only in his name, then it won't work.
