Can buyer file claim for refund even if if the transaction was NOT AN EBAY ONE?

I sold an item to someone out of ebay, So a non ebay transaction, can the buyer get their money back? The guy Im guessing tried the part out, and it was not the problem so he wants to return it and get his money back, is this right?
