On December 13th, I sent a payment to Germany for an item and Paypal confirms it on my account. A month later, I asked the person if they sent the item and he told me the money never arrived in his account anf he had problems with Paypal before? Can this be true? Can I call someone at Paypal to confirm this? Thanks
