If my balance is $20, and I have back up funding set up, can I take out more than $20 from an ATM? Or can I make a debit purchase say at WalMart & then get cash back?
You can only use your PayPal Debit Card at an ATM to withdraw funds that are in your available PayPal account balance.
You can use your PayPal Debit Card for a point of sale purchase for more than is available in your PayPal account balance if you have a back up funding source assigned.
