Alternate funding for shipping? Has it always been this way?

I don't have funds in my paypal account, I need to ship to an eBay buyer, but I have insufficient funds...BUT...I can't use any other funding source from my account?  Not checking, not credit, nothing?  I can't ship at all?  What the **bleep** is this?  Is this new?
