The Seller doesn't have a Pay Pal account.

I was the winning bidder of 5 vintage post cards. I sent my payment straight to Pay Pal and then received an e-mail, from the seller, which stated that the seller doesn't have a pay pal account. The seller wants me to claim back the payment from Pay Pal. I don't know how to do this. Also, the seller wants me to send him £4 for the postcards, by post, plus a further £2.60, by post, for p&p. Can anyone help me?

Was it an ebay transaction? If so the seller cannot refuse paypal payment.
If they do you have the right to refuse payment and inform ebay they have refused paypal and leave appropriate feedback.
If the seller really doesn't have a paypal account does the transaction in your paypal account state unclaimed? If so there is a cancel option to use.
Advice is voluntary.
