Sent Payment, confirmed in text, seller hasn't received it, not showing up in summary

Is this normal?

I sent a funds to someone and even confirmed it in the text message and the person I sent it to says it hasn't been recieved and my account doesn't reflect that it's been sent.

please check the status in your account , it may pending , i have seen this sometime if the recipient is new or has some restriction on his account
