The address you have mentioned here is not a genuine PayPal email address. All emails from PayPal will have the word PayPal in the email domain. I recommend forwarding this one to Spoof@PayPal.com.
I can confirm also that you should never send an item until you can see the money entering your PayPal account. I know that it is unfortunately too late for that advice in this case:( I'd advise contacting the shipping company you used to send the parcel to see if they can pull it back for you. If you are in the UK you can also report this it to http://www.actionfraud.police.uk/ .
