I was asked or told by a seller if I could click family and friends as it Was cheaper I didn't know so I just did it I niw have no item and no Contact

If he wasn't a close mate or family member then you should never use that option.
Yes it was cheaper for him as you helped him evade his seller fees but you also unfortunately negated any buyer protection that you may have had.

Not with paypal no, but if you funded your payment via paypal with a card you could try contacting your card issuer and see if they will do a chargeback for you.
