Paypal holding funds?

I'm trying to buy an item off someone, i want to pay him via paypal goods like i always do - this is a sale through gumtree and ebay are not involved at all.
He says that he can't do paypal as they won't release his funds for 21 days - is this just an ebay practice or does it apply to using paypal on its own too? since ive never had this problem myself.
His account has been active for 51 days, also he says there is a limit of £1200 of what he can recieve, the sale is for £1500.
If these annoying rules do exist, is there any way round them? as i've always been able to transfer my funds straight to my bank account.
