Case closed without refund

Hi!

I ordered two items from Philippines and paid for its delivery - both payments via Paypal. As I found out the goods might not come by the time I needed them, so we agreed with the seller to cancel the order and make a refund. Time passed but no refund was made. A couple of days ago I raised 2 cases here, one of which was closed without refund and notification. What could be the reason? And what should I do next?
