how do you actully get to the resolution center to file a case

i did that but it would only let me go forward as a fraud case,i need to open a case for a faulty item,

How did you FUND that payment.

paid for an item on e bay through pay pal,so e bay cannot do anything as its just after the 30 days,i asked the seller for a return and they refused,so now my only option is pay pal 180 day.
