i cannot add funds on steam with paypal Need desperate help

When i try to add funds  it sais '' Sorry, we can’t complete your purchase at this time '' 

I verified everything phone,bank,email    except for ''linking a card'' which i can't because i have no csc Code not that ''linking a card'' is needed to do payments on steam 

I've tried a different site bought 50 Points on GrindingGearGames for Path of exile that went all smooth and fast

And yes i've Unchecked the '' save time by checking this box'' it all sais the same.

Is your bank account confirmed? If it's confirmed, but you don't have a card as a back funding source, this may be the reason why you're payment isn't pushing through. You may want to "top-up" funds from your bank to your PayPal balance which only takes 15min-2 hours so you could have a PayPal balance and make the Payment instantly.

Well it was the case but it takes two days before my balance from my bank is added to my paypal
