help useless PayPal

So my friend in Canada has been trying to send me £500 through PayPal 8 days in and £200 has been transferred now it's refusing to send anymore this will be my last dealings with PayPal that's for sure

PayPal you suck I'm closing my account no point keeping it open if I can't send or receive money
