Seller is a scam

Hey guys so my seller never posted my item I opened a case and he is now saying Say he will report me to PayPal , however he says he is Not the merchant and that his friend was however his Account was used for the transaction with his Consent . I am just wondering he is also no responsible. I work hard for my money and all my business transactions are done through PayPal . They scammed me for £400 , the question I have for you is as this is now an open case can the seller report me over this . Thank You for your help

If you didn't get your item then you are entitled to open a dispute.
