Does PayPal send texts? Think my husband has received a scam text

 I always got weird sms from strangers. Yesterday got one from Venezuella.  I always checked  unknown telephone code   here https://areaphonecodes.com/venezuela/  Sometimes I did not received messages because had some problem with mobile operator.
