Remove Card from Blocked account

I have recently had a paypal account blocked because it was created before I was 18, I now need to make a new one but it is not letting me add me card to it because it is linked to the blocked account. How do I unlink the card to the old account? it is not letting me through the normal method.

Paypal don't let you remove any financial info linked to a limited account.
