Paypal dispute help

Hello I am currently having issues with filing a dispute. I have previously placed a dispute on a transaction on Sept 26. That day the seller contacted me directly and tried to work things out so I canceled the dispute. It is now Oct 18 and I still have not received my purchased product nor have I been given a tracking number. I tried to reopen the previous dispute but it could not be found in my claims center. I tried to place a new dispute on that transaction and it says that this cannot be done because there is already an open one for that transaction. I searched more through claims and it says it has already been closed by paypal because I have previously canceled it. How am I suppose to put another claim on the same transaction?

You can only ever open x1 dispute per transaction.

You should NEVER close a dispute unless you have your item or a cleared refund.
