My credit visa card it cannot be accepted

Well...

I have an huge problem.. When i type add a link credit card account tells me like this.

This card can't be accepted please use an different card.

My card is an visa credit card.

At the banks i've chaked and seems all good with my credit card.

But when you've try to add a credit card on my papypal account they don't let me.

What's the problem...

At the bank they said that i've tried to introduce the credit code too many times on paypal but from the paypal said like i'd typed a wrong number.How cold be this possibile..My number is corect. 

Why I can't add my credit card. 😞 😞 😞 ?

Im from Romania and I can't call will take so much money...
