Help confirming identity

Hi PayPal wants me to confirm my identity but I don't have a passport or driving licence not anything photograph related from the government! What can I do? I've bank statements!

If

you are unable to provide us with a valid Proof of Identity, we can accept a birth certificate instead. This must be verified by a government issued supporting document with your name and address.
 
Government issued documents include:
- Bank/Credit card statement
- Letter from social welfare
- Social welfare card
- Tax authority letter
- Tax demand letter
- Drug payment scheme card.
 
Note: The proof of address should not be older than 12 months and must be fully visible.
