Fees charged twice as a new customer

My question is I lost my bank card the one registered in my paypal account also my mobile phone but when I added another bank account card they want to check the security whether is me with my mobile phone, withdrawing my money from PayPal can't you please use my email?
second question is I am a new customer why do I've to pay twice for the fees £17 and £50 why?
this is a lot of money all together
