Can't add my card

 Hello.

Sorry if my english is bad. 

I tried several times to add my credit card (Visa Electron). And I was charged about $12, and received several PIN codes, but no one did'nt worked for me.

So for the last time, I closed my account, and created another one. And again, charged for $1.95, and I've received the PIN code, typed in. But then nothing. The card was removed, for itself. (I don't know why). 

I have the problems with PayPal for about 10 days.

Now I tried to add the card with " Old Account View", but then I get the message that my card is blocked by PayPal. 
And I uploaded my ID to them, and still nothing.

Please I need help ASAP. I was emailng them and I've sent about 10 emails, and I get reply for only 2 with the same message, that I need to contact the support.

I don't have that money so I can call them. 
Please PayPal, help.

So it would help for a start if you said what country you are actually in?
