Buyer refund

HI All. I sold and sent goods on eBay and the buyer paid via paypal, the delivery was recorded, gps coordinates verified, signed for etc but the buyer said he didn't receive them. The paypal site is a disaster and you can't speak to anyone which I guess is the whole point as a business model, they really don't want to know. I have been sent an email saying the buyer has been refunded and to raise an appeal if I wish to, but "surprise surprise", there is no facility to do this and you just go around in circles. Now short of making a Police complaint against Paypal for supporting criminal activities, is there anything that I can do?

Presumably the buyer raised a dispute for non receipt of item and won?

If so then all you had to do was add the tracking number to the transaction / dispute and if it confirmed DELIVERY of the item to the buyer you should have won the dispute.

If you want to appeal then give c.s. a call via help / contact bottom of this and every paypal page.

I supplied everything as requested by Paypal. When you click on customer services it goes to one of those annoying multiple answer pages, there is no contact number or contact email.

Yes there is, click on help / contact bottom of this page > click on call or contact customer services in the blue band at the top of the page (or email the message centre) > then log in and you get the telephone number and code.

OK, I did that and logged back in which took me back to the opening page "proceed to account overview". No phone number no code.

I have been around in circles several times now doing what you have said, even the message centre sends me around in circles, I try to type a message and all I get is a dropdown suggesting topics, there is no way of contacting Paypal or obtaining a contact number other than reporting them to the Police and having the Police investigate.

You really need to understand your own website before making comments upon it, we are just mere mortals.

Just to make sure that I am not being stupid, I clicked once more on the "Help and Contact" at the bottom of the page, this goes straight to the multiple common questions and no contact info, you click and the bottom of the page and it goes around in circles.

Firstly its not MY website, I have nothing to do with Paypal so please don't be rude when I am just trying to help  you.

Secondly yes that page does show a lot of questions BUT you ignore that and look in the BLUE BAND AT THE TOP OF THAT PAGE and that is where the message centre and call us options are.

Just did it again myself and the phone number and code showed up.

My sincere apologies, I thought you were a PayPal employee and was venting my feelings of helplessness. Thank you for trying to help me, I really do appreciate it. I have tried to do what you have suggested many times now with the same result. I have to do some work now as have already spent hours on this but would be grateful of your continued assistance. I really have never experienced such an obstructive website.

I can give you the number but you won't get the code that gets them to be able to access your account more quickly.

But when you get through DO NOT select any options, just stay quiet or say the word AGENT.

I have to go shopping now so good luck.
