Annoying issues- trying to pay for a service on line, but cant select pay from paypal balance!!!!

I ahve checnged our prefereance in Paypal to pay from paypal balance, but when i goto to pay for something it always revers back ot the bank account!!!1 i have gone over and over and over again on this and frustrated that its saying Pay from PayPal balance inour Paypal setting but its not doing that we need to pay!!!! Aggggggggahahahah :((((((
