My account access is limited because I was trying to send money to a seller who ended up refunding my money back to my credit card via paypal. I don't have access to online banking so I can't get the matter resolved and have full access to my account again. I NEED HELP ASAP Please.

You need to contact customer services, only they can resolve account issues.
