Why Paypal Can't Transfer Payment to Bank with Current USD To INR Conversion Price?

Current, conversion rate is 1 USD = 65 INR. which is ranging between 64 INR to 65INR for 1st week of March 2018
But, Why PayPal is giving conversion rate of 1 USD = 62.30 INR to Indian. Does PayPal has special rules for Indian to pay less conversion rates.
Please guide me.
