What is the meaning Pay Pal account holder Last name & First name?

Hi,

Anybody know what is the meaning of account holder (Last name) & Account holder (First name) for Pay Pal account?

I key in many times using the name registered in Pay pal,

but Create Line App. https://creator.line.me/ 

keep showing Error - "You cannot use the account entered." Please help !

Anybody know why?
