Unable to send payment

I'm unable to send payment, and the error message it's giving me says "We're sorry, you can’t send a payment for this reason. Please try again later." it doesn't actually tell me what's the reason I'm unable to send the payment. Any suggestions?

i have same problem which is really annoying and i cant call the costumer service since i live in the philippines and the only way to let them know about this is through email which they dont even respond
