Payment Failure - the instrument presented was either declined by the processor or the bank

Hi There, 

I am facing isssue with one particular merchant. Whenever i try to make payment to this merchant , i see error 

Sorry, the was an error processing your PayPal payment. the instrument presented was either declined by the processor or the bank or it can't be used for this payment.

I did contact Paypal Customer care. They couldn't find any issue . 

I tried to change card and no luck. 

Also , I am able to make payment with same PayPal account and same card to other merchant. 

Any one know about this problem. Pl help

I don't know whats wrong here. I created an app the app is in sandbox mode. Also i created 2 accounts: 

- merchant : 0€

- buyer: 1000000€

After i create a payment through the REST API. I am able to call the approval_url with the buyer. But while /execute i get this error. I don't know whats wron here.

Please help me as i want integrate PayPal live.
