I am very sorry that you are disappointed with the PayPal service. If you have a remaining balance in a PayPal account you wish to close, you have to transfer the balance either to a registered bank account (by withdrawal) or to another PayPal account (by the send money option).
Not being able to register a bank account can have many reasons, for example the bank account being registered elsewhere in the PayPal system already. To inquire further into this, I'd recommend you calling the PayPal customer support.
As soon as you transferred the remaining balance, you can close your PayPal account by clicking on the grey gear in the top right corner, then you need to scroll down to the bottom. To the left side you'll find a link saying "Close Account". After comfirning your wish to close the account, you're done. 🙂
