Cant Withdraw Money to company bank

 We are an online business company, 

Currently we have two major problem

1. We cannot withdraw from our paypal to company's bank account,

when we try to lift the limit, we key in the CEO's debit card (which has been change previously) and it will decline everytime. 

2. Our customers cannot make any payment into our account

We hope to settle this as early as possible as it affect our business progress
