When creating PayPal in Ukraine, my brother wants to attach a foreign currency account (dollar account) to his PayPal. Is it possible?

If my brother (PayPal in Ukraine) receives a request from another person (PayPal in USA) to pay for my studies in the USA, will it be free?

If my brother (PayPal in Ukraine) sends me money (PayPal in USA) to pay for my studies in the USA, will it be free?

The option to 'receive' paypal payments is sadly not available in the Ukraine.
They can only 'send' payments for purchases.

As for FEES you can read up on them in paypals user agreement for each country.
