Not possible.
The only way maybe is when you're shopping at a merchant site that lets you register for an account or they have guest checkout and it lets you add UK billing address and a (foreign) shipping address prior to paying with PayPal and the shipping address get passed on to PayPal payment when you log in to PayPal to pay. Or use PayPal Guest checkout if it lets you add a shipping address beside a billing address. The US shipping address gets added to your PayPal account. So it depends on how the merchant has PayPal integrated in to their shop.
