Xoom verification

Why is Xoom asking for government ID and banking documents when I am already verified with PayPal? My transaction is being held back.

Today I was informed by Xoom to stop using my Paypal accout after 10 years because I will not supply Xoom my tax information or my Bank IRA account #.   So I will cancel all pay pal and move to Apple Pay, its not what I want but it's what PayPal wants.
