Why does PayPal not have enough employees to answer the phone?

Why is it every time I call PayPal I am on hold for hours? They are absolutely unmatched in how in how long their hold times are... Feels like their goal is for you to give up and hang up. You would think they would be able to afford enough staff to man the call centers. Hour long hold times are absolutely unacceptable for a business.
