Wheres the protection for the sellers? Buyers like this are abusing the protection for buyers?

How can a buyer open multiple cases?

 
This is fraud.
 
To now open another case as "item not described"
 
This is clear fraudulent activity, and a buyer abusing the protection laws.
 
As i previously stated the buyer had plenty of time through ebay to  send back the item first to receive a full refund, but failed to Ebay closed the case for that reason.
 
I first offered a partial refund - the buyer denied.
 
As per a recommendation by an ebay claims specialist, i was advised to issue a full refund once ive received the item returned in 100 percent working condition as it was sold by be me the seller.
 
Again, the buyer never shipped the item and exhausted the duration of time given by ebay to ship the return back to me in order to receive a full refund. it's all there on the attachments i provided.
 
Case was closed as of today by Ebay:  4-16-2020
 
How can the buyer be allowed to continue to open multiple cases under different reasons?
 
Attached are conversations that reflect my statements along with the timeline of the actions made between myself and the buyer as per ebays recommendation to allow the buyer to ship the item back.

Again, i want to ask, how can a buyer open multiple cases in attempts to receive a refund?
 
First,  claiming 'item was never received', and secondly, claiming 'item not as described'. Now is  attempting to receive a refund without shipping back the item.
 
This is fraud.
 
Wheres the protection for the sellers?  In a case where buyer like this are clearly abusing the protection for buyers?
