When will PayPal take the next step?

There are soooo many things that I could list but when will PayPal clean things up. Simple things like I added a credit card and I got 2 emails that pretty much said the same thing? 

 

Here are the email IDs (PayPal knows what these mean)

Glad paypal knows what they mean because no one here will.

 

Why not actually contact paypal and ask them?
