Whats the point of Pay Pal?

So with the new federal regulations in place it appears that my debit card is being used for shipping charges. I actually had a case where pay pal deducted the shipping amount from my pay pal account and then deducted the same amount from my bank account - they double dipped!! So why can't I have a buyer send money directly to my bank account. What do I really need pay pal for other than to take fees when a payment is made. Maybe I'm missing something here and perhaps the community can shed some light. Between ebay and pay pal fees the percentage of a sale is 30% or more less in my pocket.
